First on Fox: Conservative think tanks play a key role in shaping the president Donald Trump’s “A Big and Beautiful Act” is launching a new roadmap for Republican Act 2.

On Medicaid, the memorandum recommends further reductions in the federal government’s cost-sharing burden (called Federal Medical Assistance Percentage (FMAP)) and the “large, wealthy” in Washington, D.C.
FMAP refers to the rate that the federal government matches state Medicaid payments, currently at 50%.
The memorandum calls for “end of special medically subsidized FMAP treatment” with a minimum of 70%.
Republican’s first budget settlement bill reduces certain FMAP extensions allowed under the Affordable Care Act (ACA), including emergency care for states provided Medicaid coverage for illegal immigrants.
EPIC, in turn, recommends lawmakers enhance health care based on individuals and employers, such as the Health Reimbursement Arrangement (ICHRAS) and Health Savings Accounts (HSAS).

Medicaid cuts were one of the biggest crux of the initial bill talks, and could be politically equally politically woes in the second round against Republicans. Meanwhile, Democrats have been using these reforms as political Kudger, accusing the Republicans of trying to get health care from millions of Americans.
But conservatives see Medicaid as waste, fraud and abuse – sticking to their plans to better protect vulnerable groups who really need it.

In a section titled “Protecting Life and American Values,” EPIC urged lawmakers to “extend bans on taxpayer funds for large abortion providers” and block Medicaid funding for gender transition care.
It also calls on lawmakers to “invest election security” and “impose excise taxes on higher education institutions so that men can participate in women’s sports.”
EPIC was founded by Paul Winfree, who served as Director of Budget Policy during the first Trump administration.
The group also has close ties to Capitol Hill, which recommended policy plans in talks for Trump’s first agenda bill and tailored recommendations through various steps of the budget reconciliation process.

The budget settlement can be used three times in a given congressional term, allowing those in power to implement extensive fiscal policy changes while simultaneously reducing the Senate’s pass rate from 60 votes to 51, in this case (in this case for Democrats).
Epic executive vice president and former congressional aide Brittany Madni confirmed the authenticity of the memo to Fox News Digital. She said the group will use the same “script” during the first settlement.

Many of the above proposals were discussed at the conference, Fox News Digital was told that Epic was invited to speak as part of the RSC’s new plan to speak for the second settlement bill.
