The governor won an early victory in the case after a federal judge ruled that the guard deployment was illegal and beyond Trump’s authority. The Court of Appeal abandoned the order and control of the troops remained in the federal government. The federal court will hear arguments about whether the troops violate the POSSE COMITATUS Act next month.
