The Trump administration unveiled an ambitious roadmap to develop artificial intelligence, promising to promote our innovation, while divesting away the so-called “bureaucratic traditional tape festival” and “ideological bias.”
The 28-page AI Action Plan outlines more than 90 policy actions for rapidly developing technologies, and management officials say it can be implemented next year.
“We believe we are playing in AI competitions and we hope the United States will win this competition,” Trump administration Crypto Czar David Sacks told reporters.
AI plans are expected to build data center infrastructure and promote U.S. technology — but are viewed by critics who see it as an ideological buckling in the White House.
The plan calls on federal agencies to review and abolish policies that hinder the development of artificial intelligence and encourage AI development in government and private sectors.
President Donald Trump is expected to sign three relevant execution orders on Wednesday. One order will promote international exports of AI technology developed in the United States, while another order aims to root what the government describes as “wake up” or ideologically biased AI systems.
“The development of the U.S. against AI systems must be free from ideological bias or engineered social agenda,” the White House said. “With the right government policy, the U.S. can consolidate its position as an AI leader and ensure a bright future for all Americans.”
Crypto Czar Sacks added that the plan focused partly on preventing AI technology from being “abused or stolen by malicious actors” and would “monitorize emerging and unforeseen risks of AI.”
The Trump administration has positioned the expansion of AI infrastructure and investment in the United States as a way to stay ahead of China.
“AI is a revolutionary technology that will have a profound impact on both economic and national security,” Sax said. “It is very important for the United States to continue to be the dominant force in artificial intelligence.”
But critics believe the program is a giveaway to large-scale technology.
“The White House AI Action Plan is formulated by technology billionaires and will not serve the public interest,” said Sarah Myers West, co-executive director of the AI Now Institute.
“[T]West added that his administrative stance prioritizes corporate interests over the needs of everyday people who are already affected by AI. ” West added.
In 2023, Trump’s predecessor, Joe Biden, signed an executive order calling for the formulation of safety and security standards for AI use in the federal government – an order that Trump revoked by Trump on his first day in office in January.
A few days later, Trump signed an executive order to accelerate AI development, eliminate ideological bias, and today’s AI action plan, seeking public comment for this.
Officials say the plan was shaped by more than 10,000 public comments.
AI regulations are also a focus in the negotiations passed by Congress earlier this month on Trump’s massive budget bill.
The bill initially included a decade-long moratorium that prohibits states from regulating artificial intelligence.
Legislators eventually stripped the language from the bill.
