Ice investigation into child sex predators sentenced to 30 years in prison

The investigation began in April 2023 when the National Center for Missing and Exploited Children received a network prompt from Reddit about the distribution of child sexual abuse materials, the ICE said in a statement Tuesday. Authorities traced the tip back to an IP address related to Rice’s residence in Elkton, Maryland.

Maryland police asked Rice’s abuse material, and although he denied the allegations, he later “observed the photos of the phone being deleted.”

According to an ICE statement, when Rice showed the cell phone to the officer, investigators were able to discover child sexual abuse material with thumbnail images. Authorities then found other materials in the folder he had recently deleted.

ICE Homeland Security Investigation (HSI) reportedly found more than 600 images of child sexual abuse on rice equipment. Investigators also found that Ryu used Reddit to connect with people he used crypto messaging platforms to trade abused materials.

According to ICE, Ryu started to abuse his first victim when he was “less than 3 years old.” He created photographic evidence of abuse and also documented his abuse of another minor.

In the statement, ICE HSI BALTIMORE special agent Michael McCarthy said the sentencing “a powerful reminder for those who exploit and abuse children to pursue and assume responsibility relentlessly.”

“In society, there are no predators who create and distribute child sexual abuse materials,” McCarthy said. “These crimes are broken and the HSI will never shake our mission to target the righteous people at those who commit these horrible behaviors.”

Kelly Hayes, an American attorney in Maryland, called Rice a “dangerous predator.”

“This quote reflects the gravity of exploiting the most vulnerable members of our community,” Hayes said. “We are committed to working with law enforcement partners to actively prosecute those who sexually abuse children and participate in this network of exploitation.”
