Legislators agreed to list the measure, a procedural mechanism that allows House members to vote against the bill without having to vote on the bill itself.

The resolution was proposed by D-Texas’ Rep. Al Green, who infamously deported from Trump’s speech to a joint congressional meeting earlier this year to repeatedly interrupt the president.

Dozens of House Democrats joined Republicans and killed Green’s resolution, showing how harsh the effort is politically.
