R-Calif. Rep. Kevin Kiley promised “all options are on the table” to try to stop states from fighting nationwide over the redistribution of Congress maps.
“If you just keep shifting lines on the map, that creates a lot of unstable abilities so that you know that the representative is losing voters, losing communities, gaining new communities. People take one person as the representative, and then suddenly that person represents a completely different field,” Kiley told Fox News Digital in an interview Tuesday.
“It’s just confusion. It’s not good for the government to represent. It’s not good for the voters. It’s not good for the Democrats or Republicans.”
The California Republican Party spoke with Fox News for hours after introducing a bill that would prevent states from shifting borders to their current congressional areas ahead of the 2030 census.

“Newsom is unique in what he is doing because he is actually trying to abolish the independent committee that currently exists and exercise powers that he doesn’t actually have, and cover the will of voters in the process,” Kelly said.
“That being said, I don’t like what’s going on in Texas or I don’t like the idea of what’s going on anywhere else in this country.”
Keelley said he had spoken with House Speaker Mike Johnson about his bill, but would not discuss the details of their conversation.

“I’m very clear about it, I think he needs to do. I hope he can do the right thing,” Kiley said.
He said from another perspective: “It’s a problem that affects our Republican meetings – all of which are not popular among the Republican members of our meetings – but it’s also a problem with the House as an institution. And, as the House leader, he thinks he needs to show some leadership.”
Johnson has not yet made any decisions about Texas and California and A wider rezoning battle Nationwide. Louisiana Republicans have been on a congressional delegation’s trip to Israel for a few days, and the issue broke out on the national stage.

“The easiest way is to let the Speaker do the right thing and fall behind it. But I will fight in various ways to get approval because it’s very important to the country,” Kiley said.
“This is especially important to my state, and I’m not going to let the governor take this incredibly destructive path that will wreak havoc on California’s democracy.”
He does not rule out that if the House leader does not take action, there is no mechanism to exclude a vote on his bill, such as a discharge petition or a privileged resolution.
“We need to go through that. We need to stop the news. We need to make this chaos end,” Kelly said.

Indeed, Keelly passed double-digit reelection in California’s third congressional district in November 2024 – even surpassing Trump, who won a 3% victory by former Vice President Kamala Harris.

But Keelly said he believed his bill would pass, arguing that House colleagues on both sides of the aisle disapprove of what happened in California, Texas and nationwide.
“People almost generally dislike the idea of suddenly overhauling the district line in an irregular mid-term re-division,” he said. “I mean, I know that Republican members in Texas are right, they don’t want to see their area, the community they represent completely changed, they repeatedly chose them as representatives. It’s universal truth.”
Fox News Digital contacted Johnson and Newsom’s offices for comment, but did not hear immediately.
