Federal Court of Appeals ruled Thursday California The first law that requires gun owners to conduct background checks to purchase ammunition is unconstitutional.

The office of California Attorney General Rob Bonta, who defends the law, did not immediately respond to a request for comment. The office of California Gov. Gavin Newsom did not immediately respond to a similar request.

Voters approved a California voting measure in 2016, requiring gun owners to conduct preliminary background checks to buy ammunition and pay $50 for a four-year ammunition permit.

Legislators have revised the measure to require a background check for each purchase of ammunition. The background check is scheduled to take effect in 2019. Last year, nearly 200 people were denied buying ammunition through this background check system on the list of people who owned guns in California but were later banned.
