U.S. regulators reportedly evacuated many mysterious buildings on the official flood risk map of 27 children in the years before they died in severe floods.
The New York Times and the Associated Press quoted official records, citing official records, saying that the 2011 Federal Emergency Management (FEMA) map initially considered popular summer camps at high risk of flooding.
But they say the Mystic camp in the low-lying area of the Guadalupe River successfully challenged the names.
The BBC contacted FEMA and Mystic Camp, and neither of them commented on the issue.
FEMA describes the flood map as “a tool community uses to know which areas are at the highest risk of flooding.”
Sarah Pralle, an associate professor at Syracuse University who studied FEMA flood maps, said she found the Riverside camp granted exemptions to the maps “confusing.”
“I think it’s a kids’ camp, which is very disturbing,” Professor Plaar told the New York Times.
“You would think you want to be particularly cautious – you would go beyond the minimum required for flood control.”
The New York Times reported that FEMA’s official flood map showed that some huts at Mystic camp were in a “flood”, a particularly dangerous area where dangerous floods were expected to flow.
It said the other cabins are located in a wider area and are expected to flood every 100 years.
These names require camps to have flood insurance and stricter regulations on any construction project.
The newspaper added that the FEMA map has not been modified to include a written appeal to Camp Mystic.
The popular camp lost at least 27 young girls when the flood tore the houses before dawn on July 4.
In Texas, at least 129 people were killed, and scores were still missing.
President Donald Trump visited flooded areas on Friday, promising that the administration would help those who lost their homes and property to rebuild.
“I’ve never seen anything like that,” he said.
Trump also dismissed a question from reporters about what else can be done to warn residents, saying: “Only one evil person would ask one such question.”
Questions have been raised about whether adequate warnings were provided and why the camp was not evacuated before flooding.
Experts say many factors have led to the fatal impact of flash floods, including the timing before dawn and the location of certain buildings.
