The Trump administration announced Thursday that the Department of Health and Human Services will ban Illegal immigration From access to taxpayer-funded services, including popular first-time early childhood education programs.
The agency announced that it would revoke the 1998 interpretation of the Personal Responsibility and Job Opportunity Reconciliation Act (PRWORA) of 1996, which extends certain federal public interests to people living in the United States illegally.
“For a long time, the government has shifted taxes from hard-working Americans to incentivize illegal immigrants,” said the HHS secretary. Robert Kennedy,Small. “Today’s action changed that—it restores integrity in federal social programs, enforces the rule of law, and protects the vital resources of the American people.”

Prwora, known as welfare reform, passed during the Clinton administration and granted states greater autonomy to manage social welfare programs.
HHS said the new policy applied Prwora’s bland language definition of the “federal public interest” to identify programs that provide services to individuals, families or families with limited eligibility and clarified that there is no formal exemption of the HHS program under Prwora’s limited exception.
In a program where illegal immigration is no longer accessible, it will always start Children’s Education and nutritional plans for low-income families.

Preliminary analysis of HHS estimates that U.S. citizens may receive up to $374 million in additional startup services each year.
“Along with HHS, the Children and Family Government (ACF) is committed to providing and protecting the most vulnerable resources in the United States,” said Andrew Gradison, acting assistant secretary. “Under the new Prwora explanation, the classification of Head Start puts American families first to ensure taxpayer-funded benefits are reserved for qualified individuals.”
Other services now classified under the “Federal Public Welfare” category include grant programs for the Workforce Program, mental health and Substance abuse,other.

The new policy is in effect in publications in the Federal Register and has a 30-day comment period.
