Trump signed an executive order in February directing the Department of Government Efficiency (DOGE) to coordinate with federal agencies and make massive cuts in federal staffing numbers.
The order is reflected in the new data, indicating that from April 2024 to January 2025, agents hired an average of 23,000 new monthly employees per month, but once the recruitment freeze was fully implemented, it fell by nearly 70% per month to just 7,385 per month.

“Unless you get rid of the function, it’s hard to get rid of people. Look, he was able to phase out the U.S. Agency because he took all the money,” Molic said. “For example, it’s hard to cut the business sector unless you don’t want the numbers you collect.”
“It will take more than four years,” Molic added. “Look at how all the special interests arise when they’re just having problems with Medicare reform. Over the years, the federal bureaucracy has spread not only in Washington, but across the country.”
He added: “When you talk about cutting it, you are talking about impacting the local economy, the interests of members of Congress, etc.”

David Hebert, an economist at the American Institute of Economics, said the decline in OPM reports is certainly a start.
“The real challenge for President Trump is that the federal government takes too much responsibility,” he added in a statement on Fox News. “If the president and Congress take the administration seriously, they need to go beyond ‘waste, fraud and abuse’ and hope to alleviate the responsibility that the federal government should not assume in the first place.”
