While the analysis found no evidence of federal funds for direct use in abortion, the 18 insurers it studied did not fully comply with the ACA’s mandate to collect separate payments specifically for abortion.
Nationwide, GAO found 1,036 qualified health plans covering non-Hyde tax-free abortions, with most of them enrollment rates above the 87% average, including all ACA health plans.
