It compares 148 cities in all 50 states with dozens of factors in six categories: financial stability, education, health, security, economy, and infrastructure/pollution. It examines some obvious indicators such as violent crime rates, high school graduation and unemployment rates. There are also some out of the box, such as construction – expiring growth, bike scores and residents’ perceptions of safety.

“The best-run cities in the U.S. use their budgets most effectively to provide residents with high-quality financial security, education, health, safety and transportation,” said Wallethub analyst Chip Lupo. “Many top cities also have very little government debt per capita, which can prevent future financial problems.”
