Running a city is never easy. The effectiveness of local leadership can affect almost every aspect of daily life – from the quality of public services and infrastructure to safety, education and economic opportunities.
In the United States, some cities stand out, while some enjoy praiseworthy governance, while others struggle with more inefficiencies, budget shortages and uneven results. This is the reason Walletthub Set out to choose the worst city in the United States in 2025.
It compares 148 cities in all 50 states with dozens of factors in six categories: financial stability, education, health, security, economy, and infrastructure/pollution. It examines some obvious indicators such as violent crime rates, high school graduation and unemployment rates. There are also some out of the box, such as construction – expiring growth, bike scores and residents’ perceptions of safety.
“The best-run cities in the U.S. use their budgets most effectively to provide residents with high-quality financial security, education, health, safety and transportation,” said Wallethub analyst Chip Lupo. “Many top cities also have very little government debt per capita, which can prevent future financial problems.”
