Article 1, Article 8, grants Congress “to exercise exclusive legislation power in all cases (not more than ten miles square) because of the layoffs in a particular state and the acceptance of Congress, becoming the seat of the U.S. government.”
This is about being a reference to the District of Columbia.

So they carved a “Columbia District” from part of Maryland and Virginia (opposite the Potomac River).
Congress laid land on the “western” coast of Potomac in the 1840s. The stone mark still marks the old district of Columbia’s old border in and around Alexandria, Virginia.
Therefore, Congress was in charge of the District of Columbia until 1973.
At that time, lawmakers approved the Washington, DC Domestic Rule Act. A few years ago, DC won no-vote delegates from the House (similar to representatives from U.S. territory). Democrats largely support DC’s plight. A bill that made DC a state failed in 1993, 277-153. However, the House passed a DC national bill in 2020, 232-180. The bill will be named after abolitionist Frederick Douglass, transforming most of the current cities into the “Douglas Federation.” Therefore, the city is not a state, but the “Commonwealth” such as Pennsylvania, Virginia, Kentucky and Massachusetts.
The bill would chisel a pile of land covering the Capitol, the White House, the Supreme Court, the National Mall and many federal buildings. Supporters of the legislation believe that this will be a new “seat” for the new government as stipulated by the Constitution.

But the measure has never been Republican-controlled Senate.
It’s very unlikely that DC will be at any time soon.
The vast majority of this city is democratic. A new country or federal may elect democratic U.S. representatives and two Democratic senators. Republicans will never abide by this because it will balance the power of Congress.

Note that Alaska and Hawaii actually entered the league together as part of the compromise. One will be a “democratic” country. Another will be the “Republican” country. Therefore, admissions create a political balance in Congress.
Ironically, Alaska should be a “democratic” country and Hawaii is a “republican” country. But the general politics in both states has been mostly overturned over the years.
Furthermore, it is difficult to see how any plan to build a nation can overcome the Senate competitors, which will take 60 years. That’s why some progressives prompted Senate Democratic leaders to abolish the rhetoric a few years ago. But it is unclear whether DC has voted to become the state when Democrats control a slim Senate majority.

Most Republicans are eager to follow President Trump’s leadership. In addition, Congressional Republicans will seize the opportunity to renew the Democrats’ opposition to not vote and portray them as opposing orders on the street.
The president said he hopes Congress “takes quick action.” But Mr. Trump pointed out that if he thinks it is a national emergency, “we can do it without Congress.”
