Exclusive: James Clapper’s former National Intelligence Director allegedly directed officials to “compromise” “normal” procedures to politicize robbery 2017 Intelligence Community Assessment – Despite the concerns of the NSA Mike Rogers at the time, his team allegedly did not have enough time to review intelligence to “absolutely confident” Russia will participate in the 2016 election.

“The main figures of the Russian scam have spent years tricking the American public into using their manufacturing and politicized assessments as reliable intelligence,” Gabbard told Fox News Digital. “The email released today reinforces what we have exposed: the decision to compromise standards and violate the agreement when creating the 2017 manufacturing intelligence assessment was intentional and from the highest.”

“Clapper’s own words can prove that following the order to create intelligence is ‘team movement’,” Gabbard said.
In July, Fox News Digital exclusively reported that Gabbard and intelligence officials said the Obama administration allegedly “made and politicized” intelligence” Despite information from the intelligence community, Russia is trying to influence the narrative of the 2016 presidential election.

“But I want to contact you directly to let you know some of the concerns I have about my people hearing,” Rogers continued. “Specifically, I asked my team if there is enough access to the underlying intelligence and enough time to review that intelligence.”
“Both aspects have attracted attention,” Rogers wrote. “They are well aware that at the employee level, people have been leaning forward and trying to make sure we have the opportunity to review and trade-offs, but I’m worried that given the accelerated nature of this activity, my people aren’t entirely willing to say they have enough time to review all intelligence to be absolutely confident in their assessment.”

Rogers clarified that he said he “is not saying we do not agree in substance, but I do want to make sure that when we are asked in the future whether we can absolutely stand behind the paper in the future, we have no reason to hesitate because of the process.”
“I know you agree that this is something we need to be 100% put forward to the president, and it’s crucial that we have the opportunity to do it,” Rogers wrote. “If we intend to create an integrated product that is co-written by CIA/FBI/NSA, we can all defend it and we need a process that makes us all feel comfortable and I’m worried we haven’t.”
“In addition, if the NSA intends to be a co-author of the product, I personally hope to see even the most sensitive evidence related to the conclusion,” the email continued.
However, Rogers said that if “the goal is to create products written only by CIA or CIA/FBI, I would stick to these issues.”
“I welcome your viewpoints and any adjustments we may make to the process to ensure we have the necessary confidence in the final assessment,” Rogers wrote.
A few hours later, at 7:43 PM on the same day, Clapper responded to Rogers’ email, copying Brennan and Comey.
“Know your concerns,” Clapper wrote. “We (CIA/NSA/FBI/ODNI) have to be on the same page and both support the report, which is crucial, and it is “this is the highest tradition of our story” and we stick to ‘it.’”

“Tonight, the CIA provided the NIC with a complete draft produced by temporary fusion batteries,” Clapper continued.
Intelligence community officials told Fox News Digital Digital that the “temporary convergence pool” is a small team composed of Brennan to select the 2017 intelligence community assessment.
“We will promote mutual transparency in completing reports as much as possible, but more time is unnegotiable,” Clapper wrote. “We may have to compromise on our ‘normal’ way because we have to do this with such a compressed schedule.”
“It’s a program that has to be a team sport,” Clapper added.

The 2017 ICA finally evaluated that “Russia is responsible for leaking data from the DNC and DCCC,” but told an official at Fox News Digital that the ICA “failed to mention that the FBI and NSA had previously had less confidence in this attribution.”
Documents show that in the months leading up to the November 2016 election, the intelligence community has consistently assessed that Russia “may not be trying to … affect the election by using cyber means.”
In the weeks before the email was sent, on December 7, 2016, Clapper’s keynote said: “Foreign opponents are not using cyberattacks on the election infrastructure to change the outcome of the U.S. presidential election.”
Last month, Fox News Digital obtained a declassified copy of the President’s Daily prepared by the Department of Homeland Security, which was reported by the CIA, the Defense Intelligence Agency, the FBI, NSA, the Department of Homeland Security, the State Department, the State Department and Open Source for Obama, dated December 8, 2016.
“We assess that Russia and criminals have not affected the recent election results of the United States by conducting malicious cyber activities against the election infrastructure,” the President’s Daily said. “Participants affiliated with the Russian government are likely to have damaged the Illinois voter registration database and have tried the same in other states.”

But the summary notes that “extremely impossible” efforts will lead to official vote results in any state. ”
“Criminal activity also failed to reach the scale and maturity necessary to change the election results,” it said.
The summary notes that the Office of the National Intelligence Director assessed that any Russian activity “may be designed to cause psychological effects, such as undermining the election process and the credibility of candidates.”
The FBI even fears that the information is included in the president’s daily summary.

By December 9, 2016, a meeting was convened in the White House Situation Room, and the theme line began: “A summary of the conclusions of the PC meeting (edited.)”
The meeting included senior National Security Council officials, Clapper, then CIA director John Brennan, then National Security Advisor Susan Rice, then Secretary of State John Kerry, then Taltoni General Loretta Lynch, then FBI director Andrew McCabe, and others, among others.
The declassified meeting minutes obtained by Fox News Digital revealed that the principal “agreeds to recommend the orders of sanctions against certain members of the Russian military intelligence and foreign intelligence chain to respond to cyber activities, attempting to influence or interfere with our elections, and if these activities comply with administrative orders, the requirement is “to comply with administrative orders that belong to property activities.”
After the meeting, Clapper’s executive assistant emailed intelligence community leaders “as requested by the president” to create a new intelligence community assessment, which details the tools used by Moscow and actions that influence the 2016 election.”

“ODNI will lead this effort with the involvement of the CIA, FBI, NSA and DHS,” the record notes.
Later, Obama officials “leaked false statements to the media”, claiming that “Russia attempted to interfere with the election results through cyber means, even if not positively affected.”

By January 6, 2017, a new intelligence community assessment was released, which, according to the Office of the Director of the National Intelligence Agency, “contradicts directly to the IC assessment conducted in the past six months.”
Current intelligence officials told Fox News Digital that the ICA was “politicized” because it “suppressed intelligence from before and after the election, demonstrating Russia’s lack of intentions and ability to invade the 2016 election.”
Officials also said this deceived the U.S. public “claiming that the IC did not evaluate the impact of Russian activities” “when the intelligence community “is actually evaluating the impact.”
In July, Fox News Digital reported only that Comey and Brennan were under criminal investigation.
In early August, Attorney General Pam Bondi directed her staff to act as a criminal referral for Gabbard. The Justice Department now plans to investigate a grand jury investigation of a conspiracy that allegedly linked Trump to Russia in the 2016 election.
Fox News Digital and Clapper reached out to comment and have not received a reply.
